Patricia Lynch and Ben Fierro formed LYNCH & FIERRO LLP in 1997. Since that time, the firm has developed a strong reputation on Beacon Hill for our knowledgeable and practical approach to influencing legislative and regulatory processes. Our relationships with legislators, legislative staff, regulators, administrators and others in state government have been built upon years of professional dealings and mutual respect.

We help our clients achieve their goals by developing and advancing legal and public policy arguments that influence legislators, regulators, bureaucrats and judges.
To have influence on Beacon Hill, you have to understand the written rules and procedures of the Legislature. Equally as important, you have to know the culture at the State House and the people who work there. With our decades of experience, we can help a client achieve success because we understand the process and know the personalities, backgrounds and thinking of key decision-makers. We know what works and what doesn’t.
We believe in a proactive approach to government relations that begins with establishing a relationship of trust and confidence between the client and key legislators and other public officials. To be effective, persuasive arguments must be buttressed by facts, communicated by respected, articulate advocates, and then combined with a comprehensive legislative strategy, political acumen and, in appropriate cases, grassroots lobbying.
Having extensive contacts with statewide trade and professional associations, advocacy groups and nonprofit organizations, we are able to form an alliance or build a coalition when doing so can help pass or defeat a bill or regulation.
As lawyers as well as lobbyists, we strongly believe that advocacy on behalf of a client must be ethical. Indeed, the Massachusetts Rules of Professional Conduct provide that when appearing before legislatures, municipal councils, and executive and administrative agencies acting in a rule-making or policy-making capacity, that decision-making body, like a court, must be able to rely on the integrity and honesty of the lawyer appearing before it.
We also scrupulously adhere to both the letter and spirit of the lobbying, conflict of interest, and campaign finance laws to best protect our own and our clients’ reputations.
In its most basic form, lobbying is a form of petitioning the government, a right protected under the First Amendment. Given the increasing complexity of our society and the ever-expanding role of government, the participation of individuals, groups, businesses and the like in the legislative process is essential to good policymaking. Lawmakers and regulators must have access to timely, accurate and sometimes technical information needed to understand the far-reaching and unforeseen consequences of their actions.
